The story is set in near-future Japan where a mysterious new drug called "DOPE" is spreading. Rookie narcotics agent Yuto Saiki gets unexpectedly transferred to a highly confidential division - the Special Investigations Division of the Narcotics Control Department. There, he's paired with his polar opposite, the gruff veteran agent Teppei Jinnai, who makes a terrible first impression.
